I want to setup Google Workspace user sync'ing.

"During a sync, we create accounts for new users and email them Atlassian account, product access, and login details. You can add a personal message with any special instructions."
I want to use Jira for my own tracking. I will be entering all the issues. I do not want my users to get email-bombed when I set this up. But I do want to be able to link issues to users in the directory.
Is there a way that I can do this without emailing the users?
