Did not understand new CSAT realization

Hello!

We have a requirement to send (CSAT)notifications only to defined jira-group members. Our previous logic based on that if resolution is updated on transition to final statuses before "Update change history for an issue and store the issue in the database" then CSAT will be sent, otherwise won't. Did you make any changes in CSAT realization in last month and if you did, how it works now?
