I'm currently using Jira Service Management in SaaS mode to manage customer service requests and I would like to customize the look and feel of the customer portal. Specifically, I'm interested in adding custom HTML, CSS, or JavaScript to enhance the user experience on the portal.
Is there a way to directly inject custom code (HTML, CSS, JavaScript) into the portal interface? If so, what are the steps or limitations involved in doing this? Any documentation or guidance would be greatly appreciated!

There used to be a marketplace app for Jira Server that would do this, but I don't think it's possible with Jira cloud.
There's probably a hack way to inject a local stylesheet to a cloud site, but I wouldn't bother.

The customer portal cannot be edited with the HTML,CSS but one thing that could be edited with these are the customer notifications, where you define the style of these notifications. Injecting a custom code to the portal is also a security concern that would let the malicious actor inject malicious code. So in short, no, you cannot change it with HTML and CSS. What you can do is to update an announcement message, change the picture.
