Customers - Adding Manually to Project vs SSO


I need to add a customer as a reporter that hasn't signed in to our internal-only portal (where they go to submit enhancement requests and service desk tickets) yet which creates them as a customer to our projects via our SSO. We have multiple projects that they should get access to.

Should I add them to as a customer to the project I need manually?

What happens when the user when they sign into the portal and the user is created automatically?

What is the best practice as I've seen duplicate customers existing in projects?
