Customer user cannot change states

I have a problem in the workflow, I leave permissions in the transition so that I can make the change, the custommer rol however I perform tests and from the portal it does not  allow me to make changes

Are you saying you are not adding any conditions in the workflow ?

Have you enabled the transition to be shown on the customer portal as described in here

If yes then customer should be able to see the next status button on ticket view in portal and change the status.
