The assignee(customer) is send a notification by e-mail, when we create an internal comment. As far as i am aware the customer should only receive a notification on a public comment.
Am i missing something?

A customer should indeed only get a notification when you log a public comment (through the customer notifications). You do mention the assignee in your post and not the reporter tho.
The Assignee is the person who will be working on the issue and thus an agent/not a customer.
Do you mean the reporter (who is not assigned to the issue as assignee)?
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
