We would like to have our Customer portal open to registration but only allow users with specific email address domains to register. Manually adding them is tedious and prone to error.
This seems to be possible in JIRA but not not in Service Management.
Appreciate any help on if this can be done

I'm afraid this won't be possible. You can have users request access/allow sign up with specific domains but that's on the agent side.
For the portal there is currently no way to limit domains on a public portal for JSM.
There is however a suggestion for this so I suggest to vote/watch this one.

This is possible with Customer Case for Jira app .
It allows creating a forum for specific organizations limiting users who can access it by email or domain (for example, we have a portal for internal use limited by the stiltsoft.com domain). Each project can have different restrictions.
You can also create a public forum (when all external customers can see the list of all issues) and a private one (when customers communicate with a support assistant privately).
There are also no limits for agents and customers.
