Como você define o horário de trabalho? Também há dias não úteis a serem considerados? Depende da localização geográfica do cliente que está abrindo o problema?
Deve ser possível avaliar o tempo no timestamp Criado de um problema para ver se ele está fora do "horário de trabalho".
