Hey Is it possible to configure Jira Service Management to allow opening tickets only through the customer portal?

And how to allow the customer to register through the portal?

And where can I export all registered customers?

In the 2nd option, everything is permitted but does not ask the customer to register.
In option 3, it only exports users from my organization. I want to export the contacts of customers who are associated with organizations or who have sent a support request via email.
