Hello, we have created two portals, but we would like one to be before the other. For example: portal/1 and portal/2, we would like to switch the project's URLs. Is there a way that this could be done. In the Help center we would like to present the second portal to be first.

The portal URL is based the order the project is created, and it just picks the next available number, similar to how issue keys are assigned. The number cannot be changed once the project has been created.
The portals are configured in order and that is the key in the DB. There would be no way to make the change on the DB side without a lot of work and it is not something that is supported. The only way to do this would be to transfer all the configuration settings from 2 to 1 and from 1 to 2. You could setup a 3 portal to hold all your settings of one of the portals while you make the change.
