I'm using the default workflows for the IT service management project. If I have created an issue and I select myself as the approver, I am unable to transition the issue to approved.
Turns out I had a setting enabled in the workflow that prevented the assignee from approving requests. I've changed this setting and everything is now working.

You mentioned that you created the issue and added yourself as the approver. What is the status of the issue? And have you approved the ticket by clicking "Approve"? The ticket will be transitioned based on whether the approver approved or declined the ticket.
