Can't edit my issue layout.

I am trying to edit my issue layout but am unable to do it in some projects when I used to be able to do it.

In one project, I can still get to this screen:

However in every other project I get this screen:

How can I get to that first screen in both projects?

First screenshot is the actual Issue Layout, the second screen is for the fields within the Screens. In order to adjust to the first picture you need to go to Project Settings > Issues > Layout.

Also, you need to have the Set issue layout permission within the project and this can only be changed by your Jira admin which is tied to your permission scheme. That also needs to be checked and if you don't have these permissions, ask your Jira admin to modify the scheme so you have the option to edit the issue layout as well.

The permission had been changed. We have several admins on these projects, and I am one. I fixed the permissions and got it. Thank you.
