In my project configuration :
In JIRA/ADMINISTRATION/APPLICATION/JIRA SERVICE MANAGEMENT :
I can't understand how to open really anyone to make a request include new people who are not registered already as a CUSTOMER.
It make no sense to can't to refuse request by email like that.
What I have to do ?

I'm not sure if I understand that from your post, but do you allow self-signup? Check ..
If this doesn't sovle it, I'll also include some URLs to work through at the end. I have found them very useful for setting up a public service desk.

Finally It's was a missing authorization to write in the AD/LDAP. I have changed the priority of directory and put again jira internal directory in first and the problem was solved. Thnak you very much.
