Can some will help me out end user portal users will be able to Modify the Status ?
I see that those option is not available but user can be able to Either Approve/Decline from the portal.
Can i customize such a way that Status can be moved from one Statues to another.
Please help me out on the same.

Yes. It can be done.
Go to your required JSM project workflow, open in diagram mode, click on the required transition and click on "Show transition in the customer portal". Publish the workflow.The selected transition will be available for cusotmers as well.
