I was wondering if raising private requests in the "Share with" field be disabled/removed for Jira customers. We want to prevent a situation where customer will raise a private request instead of the one where whole organization could see.

There is no way to disable this in Jira Service Management. There is a feature request for this that you can vote for. https://jira.atlassian.com/browse/JSDCLOUD-4473
