My customer is experiencing a serious problem on his assigned field present on all the transition screens.
Many users do not appear during searches.

the users that appear in the Assignee field has to do with permissions. Also, note that only agents (JSD licensed users) can be assigned an issue.
Jack means the people in the list of possible assignees, not the person trying to select them.
In a Service Desk project, the list of possible assignees is limited to people with "assignable user" permission (check the permission scheme), AND they have to be Service Desk Agents as well.
