Email must be triggered , we could not receive an email
This Breaks after the Jira Upgrade.

I would contact Atlassian Support if you are using the embedded cloud e-mail in your cloud Atlassian service.
But first check if the Global outgoing e-mail is disabled.

thank you for your answer. We are using a data center version of Jira and yes, the outgoing e-mail is enabled. When a comment mentioning a user is added after the issue creation, the user is properly notified.
We apologise that our first description was too brief and this is a question that was duplicated by mistake. Here is the original question.
