We have a jira group with 3 members user1 , user2 , user3.
And a specific issue type named "Development".
Whenever the Development ticket raised jira should automatically pick the assignee from the above group.
When the first ticket raised Jira should assign it to User1
second ticket should be assigned to User2
third ticket should be assigned to User3
fourth ticket should be assigned to User1
And the flow continues...Is this possible in Jira, Please suggest a way for this. Happy if any addons supports this feature.

This can be done with Automation for JIRA. I think it can also be done with the free version Automation for Jira Lite. Simply use the "Assign Issue" action and select "Assign to a member of a list or group". You will be then offered a choice of "Load Balanced", "Round-robin" and "Random".
Round-robin assigning iterates over a list of users and assigns issues to them in turn.
