Atlassian Admin Access not working

So I was handed the reigns of Jira Admin. The group that gave me access can't seem to figure out what is missing. So they asked me to figure it out, therefore I am here. What did we miss?

When trying to access Directory / Managed Accounts  under Atlassian Administration, it states I still need permission. I am in the following groups: Jira Service management / Site Administrator / Jira-administrator.
