The best way to do this is by using an automation. e.g if the ticket is a specific 'request type' you can then assign to a user either specified or in a list
You can do this with post-functions, listeners or Automations (some may be available off-the-shelf, you may need apps to be a bit more clever with them.
You've not said if you are on Cloud or Server, or what the trigger for this automatic assignment might be (on creation? Edit? Transition? An external event?), so I'm not able to go into more detail, but if you could tell us the trigger and maybe the exact rules for what it should do, we can probably narrow down what the best option is for you.
