Using JIRA service management, we have created a service desk portal for addressing any bugs & feature requests. However, when a user creates a request - only agents can view the request. We want to enable any user with JIRA visibility (within our company) to be able to view this portal. Thank you!

You have two options. The first one is to make your portal public so anyone can sign up for an account so they can submit a request, or if you are using SSO you can add the group that all your users belongs to to the role of Service Desk customers.
