Currently the attachments are all spread out for an agent view. It be nice there was a feature request or existing app that allows an agent to download all attachments from one location. There is a requests extension that allows this for the customer view.
For very long requests, it would be difficult to browse especially since there are no page breaks for a request.

If you are using the new issue view then your attachments should appear in one section just under the description of the ticket.
Can you provide a screenshot of your issue view so I can help further

I cannot share screenshot in the community discussion. One of the requests shows attachments clearly on the top the other one shows in the middle of the comments.

I'm not sure how it works, for few request I see an Attachments section and all files appear under that. Few requests the attachments appear as part of the customer's comment.
