Our instance has many users that will send emails to our servicedesk with other individuals included in the to: field of the email.
I currently have the handler to add anyone cc'ed as a request participant, but how would I be able to add individuals included in the email as request participants?

Basically first of all depends on your Global settings..
That would define if the accounts would be created automatically, manually, by replying to a request..
Then anyone with service request can add request participants by including emails in To: or CC: fields when creating the request
