Add on the options already available on a custom field

is there a feature or plug in that would help add on the options already available on a custom field , no matter what the custom field type is ?

I have created a multi select custom field and added a list for the user to pick from it , but I want the users to add an option to the list as well when they create the issue incase the option they want isn't available .

There isn’t any app that I am aware of for this. Maybe consider another custom text field that would allow them to add it.
