Active Users Showing as 'Former Users' After Migration from Jira Server to Jira Cloud

Hello Jira Community,

We recently migrated our projects from Jira Server to Jira Cloud and are facing an issue where some active users are now showing as 'former users' in the Cloud instance. These users were active with ongoing tasks before the migration.

Here's what we've tried so far:

  • Verified that usernames and email addresses are consistent between the Server and Cloud instances.
  • Checked user status and permissions in Jira Cloud.
  • Reindexed the Jira Cloud instance.

Despite these efforts, the issue persists. Has anyone else encountered this problem during migration? What additional steps can we take to ensure these users are recognized as active in Jira Cloud?

Any insights or suggestions would be greatly appreciated!

Have you verified that the users are licensed appropriately on the admin portal? Not sure if this is what you meant by user status.

The users are active, we have sufficient licenses, but we are still facing the problem.

@Administator If the users are active but unlicensed it doesn't matter it you have licenses available. If you go into your admin portal (admin.atlassian.com), go to Products > Users > One of the users that's having an issue, do they have Jira enabled and accessible? I'm guessing not.

Alternatively, if you use AD groups for licensing, you'll need to ensure the AD group in use had been tied to the appropriate license/level.
