We have a question. We want to buy ''My Requests Extension for Jira Service Management'' plugin and we'll pay this. If we can't get the maintenance package, again after one year can we still use this plugin?
In addition to what @Nic Brough _Adaptavist_ and @Walter Buggenhout _ACA IT_ stated, you need to also be aware that although add-on licenses are perpetual for Server/Data Center env, you will face the issue where the add-on may prevent your JSM future upgrade to a new version because the add-on version may not support the new JSM version.

You've said you are on Server. This is going away in 18 months and you can no longer buy new licences for it, including new licences for apps. If you have a licence already, then yes, they are perpetual, so you can carry on using it after expiry (but you won't be able to change the number of users, or get any support)
If you were to move to Data Center, then again, it's a no. DC and its apps stop working if they are not licenced.
Atlassian won't block you, no.
You can indeed ask the developers if they can licence your app outside marketplace. A manual install and licencing is still quite simple if you bypass marketplace, you just don't get warned if there is a new version when you go to "manage apps"
@Orkun Dombaycı you can buy and use plugin for server without restictions from Atlassian and get updates from developer directly if them will support server version
But if you skip buying maintenance package usual means whan you can't get new update and next version must buy for full price or pay for renew

Licenses for Jira Server (and apps) are perpetual. So yes, you should be able to keep using the products.
However, if you don't renew the maintenance, you will not be able to upgrade the app to a more recent version after the end date of the maintenance period and are also no longer entitled for support from the vendor.
