Specs depend heavily on actual needs and usage. I'd have some initial questions regarding requirements as a precursor.

  • How many concurrent users will you have, or do you expect?
  • Will you implement external user management?
    • How many users?
    • How often will the systems sync?
  • How many issues will you be adding monthly? (or in any given time frame)
  • How will users be accessing the system? (local, remote, from other geographic locations)
  • What type of database will you be connecting to?
  • What's the underlying OS? (Linux / Windows)
  • Can you / will you monitor for performance?

I'm sure more items could be included, but the idea is to get an idea of needs and requirements and build specs from the data.
