can we import tickets from other tool to service desk with ticket history ?

Is there a way to import the tickets for existing ticketing tool to Jira along with ticket history ?

Yes.  There are dedicated importers for some tools, and generic CSV can be used for others (although there won't be any history with CSV).  You can also write scripts to push things in over REST.

I have one more query.. can we have dashboards on jira service desk with the help of any plugin ?

Dashboards are a big part of Jira, you don't need any apps.
