This is certainly odd. :-)
So you have an issue that is in either a To Do or In Progress status and if you change the Priority the Resolution is set to Fixed?
Does the status change? If so, from what to what? Unless there is some status transition is occurring then it likely isn't a workflow issue.
Look closely at your automations.
Are you running any plugins e.g. Script runner?
