Why is a service desk team member not assignable?

According to permissions for a service desk project I have set up the assignable user has to have the project role of admin or service desk team OR be in the jira-users group. I have a person in the project that is in the jira-users group as well as with the project role of service desk team. But I am unable to assign issues to the person. Is there some other setting around Service Desk that I need to be aware of that is limiting who can be assigned an item?

As per JSD 2.x only Service desk agents can be assignable users. So you need to add relevant group for "JIRA Service Desk agent access".

You can add it from Admin–> System --> Security – >>  Global Permissions or type gg in JIRA & search for "Global Permissions" in search tab of gg
