The support desk manager can use the @ to mention people, but me (tester) and developers who handle the tickets can't. How can I point the support desk manager (who's also probably the admin) into the right direction of a fix?

Check with your system administrator to see if the user belongs to a group that is currently granted the Browse User permission.
