What is the best way to share the request with the organisation by default in JIRA Service desk

I am new to service desk and I have organization created in a project, is there way I can make it default issues to be shared with organisation?

Hi Rashmi, 

By default, if a user is a member of an organization, his ticket will be shared to the organization. 

Also, if someone is *not* a member of the organization, this person will not be able to share the issue to the organization.
