Unable to create account in Jira Service Desk

We are unable to sign up new users in Jira Service Desk. 


This is the error we get

We can't sign you up right now as there are too many users in the system. You could let the administrator know you can't sign up right now or try again later.

You need to do what it says - talk to your administrators.  They can disable users to make space and/or get a licence for the next tier up.

I got the same message from a customer, but these are customers, they are users that are not licensed, i should be able to have thousands ...
