Unable to create Email Channel with POP/Secure POP - jsd - 3.13.1

somebody has this problem with the versión 3.13.1?

this ticket  https://jira.atlassian.com/browse/JSDSERVER-5778 is done, indicating that the solution is with 3.13.1 version of Jira Service Desk, well i upgrade to that version but the problem persist
