How can I stop a user from reassigning a ticket to another user? This includes when a user creates a ticket and then assigns it to themselves which bypasses our review process.

I think the answer to your question lies within Project permissions.
It takes a bit of setup, but you can create a Permission scheme for your project(s) which only allows certain users, project roles etc. to be able to Assign issues, amongst many other permissions.
