The field label and help text appearance is crowded. What solutions are there to fix or mitigate?

The help text appears larger than the field labels, and makes the portal appear very crowded. Is there a way to:

1) Decrease and/or italicize the help text font?

2) Increase the field label font? 

3) Make the help text appear alongside the field, say on the right side of the screen? (apparently this is available in an older instance of Jira used elsewhere in our organization)

4) Hover over the field label and make the help text appear?

We are using Jira v8.4.1
