Support Requests - How is Atlassian doing it?

Atlassian support uses the site

where you can submit a request that creates a Service Desk request. It does not look like a portal. I need to do something like that for my project. Is this a different tool/project that takes in the input and submits the data using JIRA API?

No, that is a front end which takes you to a portal only when it's identified the right one to use (and a number of options don't take you to portals)

It's doing pre-filtering as Atlassian only use portals for certain types of request.

Yes. What are they using for the pre-filtering? Is it angular code ?
