Service desk email address used in CC fields. Will create a new issue on each reply

We have a service desk for which we enable the creation of new issue on emails. It's working well if sending an email to the service desk but if we send an email to multiple person and we CC the service desk, it will create a new issue on each reply. Is it possible that the replies become comments on the first issue?
