Service Desk reporter field live search doesn't work for agents

As the sys admin when I type in the reporter field it does a live search and I can select the customer who reported the issue. I also I am able to live search when creating an issue on behalf of somebody in the customer portal.

When an agent does the same thing they are not presented with search results as they type. Am I missing a permission or setting?

This widget could not be displayed.

I found the answer, they need the Browse Users permission in Global Permissions.
