Send e-mail to team member via automation rules

Hello, 

I would like to send an e-mail to one user when created issue is an incident (with specific title). 

I check in automation rule, but I can only send e-mail to customer. 

How can I do that ?

any cent spent on script runner is like dollars saved on other plugins, maintenance, development etc. ;)

Do you know if licences can be limited to few users like JIRA admins ?  

Is Script runner will resolve my issue ?
