Customers/users should be able to raise a issue/ticket by sending email to "support group"
Can this be done and what will be the procedure? Do we need to purchase any add-ons or install anything in JIRA?

Jira Service desk by default provides Email Requests feature which helps to create tickets in service desk with help of Email Channels. Please refer below documents for configurations.
