Project Lead is not receiving automatic emails upon creating of issue within JIRA Portal

Hi,

I currently have been handed a project within our Jira and in discussions with the Project Lead, they are not receiving notifications when a user creates an issue via the portal that has been created.

I have created a new notification scheme for this project and have ensured that the Project Lead is assigned to each event but this has not helped.  By doing this, the Project Lead now gets notified on all events except for Issue Created.

I have also made sure that they also have the Notifications of your changes set to Notify me for the Project Lead as they are automatically assigned.

Other than making these changes, I am unable to ascertain why the Project Lead is not receiving the initial notification and any help that the community can provide is greatly appreciated.
