Possible to @ mention/<tag> a SD customer in a comment?

Is is possible to tag a service desk customer in an issue comment (example: @johndoe)...or does the customer have to consume a user/JIRA license in order to be mentioned in tags?

What would the tag accomplish? If they can see the issue, commenting on it will send them an email. If they can not see the issue, a mention will not do anything.
