I'm not exactly sure what your question is, but here are some things to consider with regard to SAML.

  • Don't use the Okta provided App. Use the miniOrange App from Marketplace (assuming you're on Server.) Okta has minimal support for their App and they are implementing things in a pretty braindead way. You will not be able to use the internal user directory once you enable Okta with their App.
  • Service Desk Agents and Customers are based on the groups you define as corresponding to these roles. SAML is not related and doesn't impact licensing. Once the users are in Jira, add them to the appropriate group that the licensing is pointing to and you're done.

Hi @[deleted], @Dave Theodore [Coyote Creek Consulting],

instead of the miniOrange App, you could also look at our App. We support the User Creation & Group assignment from OKTA to be used in Jira Server.

That Way you will not need to assign Users manually into Groups.

Also our App does not Count Service Desk Users, so you only have to lincense the Jira/Jira Servicedesk Agents you have - same as in Servicedesk .. customers are free.

@Christian Reichert (resolution), any plans for SAML Apps for other Atlassian tools? We work quite a bit with Fisheye and Bamboo too, and one of the reasons we recommend miniOrange is that they have Apps for all the tools.

thanks for asking.

We have currently Jira, Confluence, Bamboo & Bitbucket versions of our plugin ( https://marketplace.atlassian.com/vendors/1210947/resolution-reichert-network-solutions-gmbh ). 

That so far covers everything that was requested from people. We've had some requests for a Crowd SAML Plugin but the Crowd API isn't as mature as the other products, nor is there a marketplace.

Fisheye/Cruicible would be relatively straight forward, there just wasn't any demand so far.

Hi @Dave Theodore [Coyote Creek Consulting],

I know it's an old thread - by know we actually have released a Fisheye/Cruicible App (https://marketplace.atlassian.com/apps/1219441/saml-single-sign-on-sso-fisheye?hosting=server&tab=overview).

In the first version User creation is still disabled (so just the authentication part works) - but we'll enable that in one of the next releases.

And by the Way, the next release of all our Plugins will support full synchronisation of Okta Users via their API, not just during Login. Which means Users can be created/updated & disabled in the same Way as the AD sync.
