you need to add an organization to your project. You can add it under your projects customers in JSD. Then you have to add your customers to this organization.
After that you have to change the customer permissions in your project settings:
"Who can customers share requests with?" - "Other customers in their organization".
Now you are able to share the tickets with your organization afterwards. You also should have the option to share the ticket with your organization in your create issue screen.
