I've created a new user and assigned every role other than admin roles. When I login as the user, I cannot see the Service Desk project. I can see all other projects.

I have tried deleting and recreating the user a few times.
Any thoughts?

Have you added the user to the project as a service desk team member? This is done in the project settings under users and roles.
