It depends how your Jira administrator setup the workflow for the issues. If the comment field is required there, then you should enter it.
To directly answer your question, no, one cannot simply change the status of an issue. Issues must be transitioned, which can (and usually does) alter the status. As Alexey mentioned, entering comments and such is dependent upon how the workflow is built.
