Jira Service Desk Creating issue on customers behalf

Is it possible to create/edit an issue in Jira on behalf of a customer without adding them as a customer in JIRA.

Sure but you won’t be able to make them the reporter.

When you use “raise a request” and it prompts for the customer enter their email. It will prompt you to create the new customer which will now be the Reporter and they will receive all notifications as a customer.
