Is there any template for mentioning time as hour minutes in separate forms?

Wondering if we have any template for specifying Hours and Minutes in separate adjacent forms. Can someone please share links/plugins if we have any?

There's no field for hh:mm like that, as far as I can tell from the marketplace.
