Is there a way track SLA time spent on one issue by different organizations

We have issues that depending on the problem may start initially being worked by one organization, and may be handed off to a different organization and eventually handed back for closure.  We'd like to be able to track the SLA time for each organization. 

For example, our Network Operations Center detects and works a problem and isolates it to a remote site, the site staff then take over trouble shooting and eventually reassign the issue back to the Center for closure.  

We can track overall time, but not time by organization.   Essentially we need a timer for each organization.  Can't seem to find any Add-Ons that address this.
